LI Shifeng, male, born in 1983, Ph.D., Ph.D. supervisor, and research fellow, and member of the Youth Innovation Promotion Association CAS, the Chinese Institute of Electronics, and the Chinese Astronomical Society. Since he began his career in July 2009, Li Shifeng has taken in charge of many programs, such as the national major science and technology project for infrastructure repair, renovation, and pre-research, and "The Draw of Western China" Talent Training Program of CAS, as well as the planning demonstration of several national, provincial, and ministerial "13th Five-year Plan" and "14th Five-year Plan" projects. He has been the deputy chief engineer of the high-precision ground-based timing system which was a national major science and technology infrastructure project during the "13th Five-year Plan" period. In addition, he has published more than 20 papers and obtained 10 national patents for invention.
